Rising home care costs: how to stay in control amid big changes

It’s important to remember that the ‘no worse off’ principle will apply to everyone whom, as of September 12, 2024, received a Home Care Package, was on the National Priority System or was assessed as eligible for a HCP. They will make the same contributions or lower than they would have under home care arrangements. They will stay on the existing contribution arrangements when they move to residential care, unless they opt to move to the new program

For thousands of older Australians, receiving support through a Home Care Package has been a lifeline, helping them to live safely, independently and with dignity at home; however, change is on the horizon.

Starting from July 1, 2025, the Federal Government will introduce a significant reform to the aged care system called Support at Home. This reform is designed to simplify access and better tailor services to individual needs. It also introduces a new funding model, which brings new financial pressures that many families are starting to understand.

Here’s what’s changing, what it could mean for you and, most importantly, how you can stay one step ahead.

What’s changing?

Today, Home Care Packages fund a wide range of services, including nursing visits, physiotherapy, cleaning and gardening.

Under Support at Home, services will be grouped into three main categories:

  • Clinical Care: nursing, physiotherapy and medical services — these will remain fully government-funded;
  • Independence Supports: daily activities like showering, dressing or medication management; and
  • Everyday Living Supports: services such as cleaning, gardening and meal preparation.

The biggest shift

Means-tested co-payments will apply to Independence and Everyday Living Supports — meaning that your pay will depend on your financial situation.

For many Australians living on a fixed income, this raises real concerns about aged care.

Real stories, real concerns

For families like Christina Tsobanis‘, these changes are deeply personal.

Christina cares for her mother, a full pensioner living with Alzheimer’s disease, who currently receives 16 hours of home support a week on a Level 4 Home Care Package. However, she expressed her concern that increased fees could force them to reduce essential help in an interview with ABC.

Organisations, like National Seniors Australia, have warned that, without safeguards, many vulnerable Australians could soon face difficult choices between care and cost.

Review your current care plan

Ask your provider for an itemised statement. Understanding your current services and fees is key to taking control of your care agenda. My Aged Care recommends this for all package recipients.

If you’re unsure whether your income or assets will impact future payments, seek advice early through My Aged Care (1800 200 422) or an accredited financial advisor.

Compare your options

Providers vary widely in what they offer and charge. Now is the time to start comparing — and negotiating — the best fit for your needs.
